The Hang Seng was up 1.2% to 20,518. Shanghai was closed.
At the open in Europe, the FTSE was up .6% to 5,275. The Dax rose 1% to 5,646. The CAC 40 rose 1.1% to 3,711.
Barclays (NYSE:BCS) rose over 2%.
