House Bill 2025, otherwise known as the Transportation Reinvestment Package, was recently introduced in Oregon. The bill is set to drastically change the state’s transportation funding system by implementing a variety of new taxes. Raising the state gas tax by 15 cents is among the bill’s controversial components. This, along with a slew of other taxes, is meant to address the transportation budget shortfall.
The price of gas in America and beyond has been a valid concern to US citizens in recent years. The factors that influence the price of gas at any given time are many, including oil prices and the overall cost of distributing the product nationwide. Unfortunately, the above factors can change quite quickly due to uncontrollable changes surrounding geopolitics. Another issue affecting the price of gasoline is popular travel times throughout the year.
To add insult to injury, gas is also taxed, which directly affects the consumer. Though these taxes can be hard of consumers pocketbooks, they are indeed necessary. Gas tax funds go to support transportation infrastructure like road and bridge repairs. While the federal gas tax has been set in stone since 1993, state taxes vary according to several factors, with some states having higher or lower gasoline tax.
Using data from the Tax Foundation, 24/7 Wall St. identified the states with the highest and lowest gas taxes. States are ranked excise taxes and other fees levied on every gallon of gas sold. All data is current as of Jan. 1, 2024. Supplemental data on current average gas prices are from AAA.

Why It Matters
Accounting for less than 5% of the world’s population and over 34% of global gasoline consumption, the U.S. burns more fuel than any other country on Earth. America’s dependence on personal vehicles for transportation means household budgets can be especially sensitive to gas prices. While the price of a gallon of gas is largely dependent on macroeconomic forces, a meaningful portion of retail gas prices are explicitly dictated by federal and state governments. And in some parts of the country, Americans are paying far more at the pump than in others.
